-convened two high-level stakeholder dialogues shaping Syria’s education coordination strategy, benefitting nearly 4 million children.

-developed a white paper influencing education service harmonisation across five Syrian refugee hosting governments.

-led development of the global EiE workforce strategy adopted by INEE, reaching 25,000 professionals across 190 countries.

Save the Children, UNICEF, and WFP | 2021–2022

oversaw policy research on out-of-school children across seven countries. Recommended a new estimation method later adopted by UNESCO Institute for Statistics.


UNESCO | 2019

authored a commissioned piece on universal learning certification for displaced children and youth. Directly contributed to the launch of the UNESCO Qualifications Passport initiative.


Integrity | 2018–2019

-led the pilot of the Syria Holistic Assessment (HALDO) Tool for Education Cannot Wait and Save the Children, measuring learning outcomes in crisis contexts.

-led a study for FCDO on teaching and learning, which informed the UK government's ERICC global EiE research programme and Syria education strategy with $13 million in annual investment reaching 100,000+.

-led a study for USAID to inform their education investments in Northeast Syria.
